You must first complete the <a href="/quest/146">elite guardsman quest</a>. Go to the Ottoman envoy's quarters -- he will give a tabard to you. Go to the jannisaries at the southern border -- GIVE TABARD JANNISARY. You are taken to the throne room where Vlad is killed.
