Arcane Mastery is a passive skill that provides a 25% reduction on mana cost of
spells that cost over 10 mana and also halves the casting time of most spells.
Arcane Mastery will work in combat however the player must either have AUTO-
ATTACK turned off or is not wielding a weapon at all.
NOTE: You must know CHANT to learn Arcane Mastery. You cannot learn Arcane
Mastery if you know AUGMENT, DUAL WIELD, or WEAPON MASTERY
