Effects:

your group (not for the user of the skill)
- Makes melee attacks against the target more accurate for people
in your group (not for the user of the skill). Think of it as a limn+ (limn also stacks with this)
- Gives a small debuff to the mob's ac
- Makes throwing far more accurate against the target
Mark target does not stack with other users' mark target.
It's unclear if someone else's mark target will give you group benefits if you also use mark target, though it is likely.
