Randomly Marguerite Brousseau, the candlemaker in Quebec will yearn for some soap, massage oil, and pillows, to ease her aches and pains.
Collect these items for her:

  1. Pillows from Akka - Crusades
  2. Massage oil
    - See the masseuse in Ancient Roman Britton, ask the masseuse 'massage oil'. They ask for 200 coins, some almonds and
    some fruit or an aromatic herb.
    - ask masseuse yes - they collect 200 coins from you. and send you on your way.
    Collect Almonds from an almond tree in Crusades and a random fruit from another tree in the area or a fragrant herb of your
    choosing. Return them to the masseuse handing them to them one at a time, you will recieve a vial of (various) scented
    almond massage oil.
  3. Soap - Purchased from the bath house attendant in Russian Alaska - near Aleksander

Return to Candlemaker in FI War and hand her the items one at a time, she is just tickled at getting each item.
Once you hand her the third item she will tell you to ask her about "candle magic"

Part 2.
Ask the candlemaker "candle magic"
She will ask you to get some thread that is useful - get her some thread and give it to her.
She asks you to get some wax - wax tablets from Lindsfarne near the scriptorium.

Part 3.
Ask candlemaker (colour)
She will tell you what ingredients she requires for the dye. Obtain the item and give it to her.
She will ask you for a scent - obtain one of the two options and give it to her.
You will get your candle!

There's something inherently odd about this candle. Maybe it's not an ordinary
candle. Maybe it's a witch's magical candle. Maybe it's just a candle. But if
it's not a candle, maybe it's better for using with some secret spell than for
lighting a room.

Colours: and effects
Green - Wall of thorns (Spinach/apple)
White - Aura Sight (Yarrow/Bay)
Yellow - Fear (Celery, marigold, onions / allspice, rosemary)
Light Blue - Heal (Black Grapes / Spearmint)
Purple - Fully Refresh Mind (Elderberries / Jasmine, Ginger)
Indigo - Illusion (Indigo/nutmeg, lemon)
Orange - Refresh Fully (Sassafras Bark / Thyme)
Black - Curse (Iris/Basil)
Red - Wave of Nausea (Dandelion petals, Beets / Lavender)

This quest is repeatable, just ask her the color for the ingredients to the next candle, I believe there is a 24hour cool down.
I have not tried altering the recipes with the other options given as of yet, they may provide different spells, it is unknown at this point.
