Find a functionary. ASK FUNCTIONARY DOCUMENTS, if he offers to give you some, SAY YES, otherwise move on to the next functionary. When you have some documents, you have a choice:
Return to Governor Manco, GIVE DOCUMENTS MANCO.
-> You get XP!
-> You get 100 coins!
-> You get a whois:
...ONCE STOLE SENSITIVE DOCUMENTS AND TURNED THEM OVER TO THE ENEMY.
Give the documents to the Captain-General:
-> You get XP!
-> You get 100 coins!
-> You get the whois:
...ONCE RETRIEVED SENSITIVE DOCUMENTS BEFORE THEY FELL INTO THE WRONG HANDS.
If you should manage to deliver documents to both the Captain-General and the Governor, the second of the two will give you 100 coins and your whois is changed to:
...ONCE TRIED TO PLAY TWO ENEMIES OFF EACH OTHER, BECOMING A DOUBLE AGENT.
