    Go to 'Cairo's Post Office' (located 3e2nw from the Count), BUY CRATE, PUT TORC CRATE, PUT CRATE BOOTH and wait for the text regarding the gift being sent and Egypt being robbed of its treasures. Now simply leave the room and come back in, you will receive a letter from the ambassador telling you that it was received, you will get XP and 5k gold deposited to your account.

If you would like to complete both options you can have a friend ask the count for a torc for you, then perform whichever step you missed. This allows you to get both of the whois options, your friend will need to wait some time before they can request another torc however.
